Most of you know that in ST, normal moves can only be executes with a button press, and special moves with a button release. If you press a kick button, a kick will come out. If you hold down the kick button and later release it, no kick will come out. Normal moves are only triggered on button _presses_. If you do a fireball motion and press punch, a fireball will come out (Actually a punch animation will come out for a couple of frames and then be interrupted into a fireball). If you press and hold punch, then do a fireball motion and release punch, a fireball will also come out -- this time, thought you won't interrupt the first few frames of a stand fierce into the fireball. Special moves are triggered on button presses or releases, but when you use a button release you won't interrupt a normal move.
Now this applies to command throws too, specifically Hawk's Mexican Typhoon (SPD). The Typhoon can be done with a button press or a button release. So when T Hawk does a normal low jab, SPD, what happens? Hawk will do a low jab, then start the first couple of frames of a punch, which gets interrupted into a SPD. Now what happens if the opponent does a reversal DP? Remember, a reversal is done right when the opponent gets out of block stun. So when Ryu does a reversal dragon punch, the DP will come out right when T Hawk is in the first couple of frames of his punch (before it gets interrupted into a SPD). If you look closely on slow speeds, you will be able to see Hawk in a punch frame when the DP hits him. So Ryu can always DP a Hawk player out of his SPD grab as long as he does a reversal attack.
Everything changes when Hawk does his SPD with a button _release_. Remember, button releases don't trigger normal moves. Hawk can do a low jab, and turn the stick 360 while ryu is still in block stun (needs to be quick!), then release jab when ryu gets out of block stun. Since no normal move gets pressed, this does a clean SPD -- no interrupting a punch! A smart Hawk will do his circle motion on the stick so that it ends in defensive block. This means that EVEN IF RYU DP'S WITH REVERSAL TIMING, HAWK BLOCKS! If Ryu does a DP, he is not grabbable and the SPD simply won't come out. Since Hawk didn't interrupt a normal move to do this, he will be in defensive block, and in a perfect position to SPD ryu on his way down from the SPD! Ryu is in a "damned if you do, damned if you don't situation". If Ryu DPs, Hawk will block and SPD on the way down. If Ryu doesn't DP, the original button release SPD will excecute. Either way, Hawk gets to SPD Ryu!
What makes T Hawk incredibly deadly is the combination of these two techniques. T Hawk's whole strategy becomes to knock you down with a random uppercut. Once he does this, he does a safe jumping jab. If the opponent does a reversal attack, he will land and block, and SPD afterwards. If the opponent doesn't, he continues with a low jab x2, and then uses the Button Release Typhoon. Again, if the opponent does a reversal in between the 2nd jab and the typhoon, Hawk blocks and SPDs. If there is no reversal, the SPD comes out. If this happens anywhere near the corner, Hawk can just safe jump jab again and repeat the whole process.
This T Hawk chewed his way through the tournament, singlehandedly obliterating many many extremely good teams with this method. It doesn't matter what life total Hawk is at -- once he knocks you down you are DEAD! What's even more sickening is that the same technique can be used with the supercombo. You can button release the supercombo for an unescapable grab.
An opponent that plays against this T Hawk might think to himself "How does this T Hawk always guess right? Every time I DP, he blocks, and everytime I don't DP, he SPDS me? Is he psychic or what?". He's not pyschic, he's doing the exact same thing every time! No matter what you do, you will get SPDd in the end!
You might be asking yourself if this is possible to do with Zangief. Now the Typhoon and Zangief's SPD are similar but have an important difference. Zangief's SPD has a miss animation. So even though you can do a button release SPD, if the opponent does a reversal, Zangief will enter into his hittable miss animation. So this trick won't work with Zangief.
About me (for those that might care): I've been living in Japan for almost five years, and I regularly play ST with the team that took 2nd place. The new Ken player named Yoshimi uses a similar trick with Ken, and the Chun Li player, Akishima, has many tricks using his super combo (for example, did you know Chun Li can charge her super, walk forward, BLOCK a fireball, and then keep walking with her super charged?). I'll post explanations of those if there is interest.
